Switching from Tier 4 Dependent to Tier 2 General

Hi,

I am currently on Tier 4 dependant visa which was granted in Jan 2019 within the UK prior to which I was studying masters with Tier 4 general visa issued on Sept 2017 (Course was Sept 2017-Sept 2018). I was offered a job in March 2019 as a graduate landscape architect. The company is willing to sponsor a Tier 2 general visa.

1) Salary doubt:
Landscape Architect is mentioned as per the SOC 2431 with the salaries as shown below. Landscape architects are not part of RIBA, so will the mentioned salary (Part 2 equivalent I suppose) is applicable for the tier 2 visa application or minium 20,800 is ok to process the application?

Salary rates:
Part 1 graduate: £22,300
Part 2 graduate: £24,600
Part 3 graduate / newly-registered architect with less than 3 years’ experience since registration: £28,900

2) SOL:
Also, the below link says landscape architects are to be included in shortage occupation list but the home office haven't updated this yet. Any idea about it?

3) RLMT:
Lastly, since I am already working for the company under Tier 4 Dependant visa, should the company do the resident labour market test again?

Any advice would be highly appreciated.
