Defined CoS Questions

I was wondering if anyone can help me. I work as an admin for a small business in the UK and recently I have been tasked to look at the HR side. I have been given access to SMS from UKVI and asked to apply for a defined CoS. We currently have allocation for two undefined Cos but no defined Cos.

Unfortunately, I do not have much experience with this. I want to do my best to ensure that we follow the right guidelines and ensure the criteria is met before we apply for a defined Cos for a couple of reasons. Firstly, I do want to impress my manager by ensuring I did everything right before applying for the defined CoS and secondly I do not want to let down the candidate who the company has selected from overseas to come work for us.

So far, we have done the following:
The role is in the UK Short Occupation List
We received 4 CVs, three from the UK and one from overseas. The overseas candidate was more skilled so we offered the job to him.

The job was advertised for 4 weeks on the company’s website and Indeed. Do I have to worry about resident labour market test for this overseas candidate?

The job code is 2136 (Programmers and software development professionals – all jobs) and according to UK gov the salary: 80% of going rate: £26,640(£13.14 per hour). We are offering the candidate £27000 for 37.5 hours a week, my question is have we met the salary threshold?

Do I need to worry about “new entrant” does it apply here, the candidate graduated from overseas in 2016 and have 6 years of industrial experience?

Do I have to do anything else before applying for the defined CoS on SMS?

No, the RLMT has been abolished some time ago
