Help With Subcategory for COS creation

I am employer and want to employ someone who was previously on Care visa and I want to sponsor them as a garage manager for my garage.

His current visa is expiring in December 2024.

I am in the process of issuing the cos letter for him. Please help me choose the correct subcategory of skilled worker visa.
- Skilled Worker (Switching immigration category - ISC Liable)
- Skilled Worker (Switching immigration category - ISC Exempt)
- Skilled Worker Visa (Changes of employment - ISC Exempt)
- Skilled Worker Visa (Changes of employment - ISC Liable)
