28 days to start working rule

There is a rule for skilled workers:

"S3.10. Once a worker has been granted permission, they should normally start working in their sponsored employment no later than 28 days after whichever is the latest of:

the start date on their CoS (taking into account any changes to that date reported by you before their application for entry clearance or permission was decided)
the “valid from” date on the worker’s entry clearance vignette (visa)
the date the worker is granted permission to enter, if they entered the UK without entry clearance under the Creative Worker visa concession
the date the worker is notified of a grant of entry clearance or permission to stay.

My CoS start date is before the date the decision was made on my visa. Due to some logistics complications, it can take up to 2 weeks for visa sticker to arrive in my visa centre after the decision was made. So you usually receive an email "decision has been made" first (which doesn't state the decision), and then an email "your application was successful, you can now collect your passport" after 2 weeks. I am wondering, will the 28 days be counted from the day I get "application was successful" email and can collect my passport, or still from the day of the decision?
