Q1 - A friend of mine is in UK from last 2 years on a student visa and she moved a Graduate visa last month. Her employer was ready to sponsor her for a skilled worker visa for "6136 - Senior Care Worker" on a lower ongoing rate salary at £23,200 but later denied that she needs to be paid at least £30,960 because job is on immigration salary list and they need to pay "If your job is on the immigration salary list, you need to be paid at least £23,200 or your job’s full going rate, whichever is higher."
Is employer actually correct or not??

Q2 - I found these two links and employer might be correct but is there any possibility that employer can pay lower going rate (which is £23,200)?. I see that a recent gradute can be paid £23,600 but they can only stay in UK upto 4 years. Is that correct too??
