Tier 2 application in July

I can only application for Tier 2 in early July after receiving my transcript and the start date of my job is in early August.
Although HO says it would normally take less than 4 weeks for the application but I am still a bit worry - July seems to be the peak season for work permit application. Does anyone got experience in applying workpermit in summer - is it likely to have delay in the process?

P.S. I've been calling the PEO for a few days with no luck.

we went in person last year, and it was straight farward.

But I understand things have changes rapidly this year!
