Going on holiday between switching jobs and Tier 2 visas

A friend has just been fired from her job, and her consultation ends on the 13th July. She was on the company sponsored Tier 2 visa.

She found a new job with a new company, who are processing a new Tier 2 work permit for her at the moment. She is expected to start work on the 10th August.

She has travel plans to Europe from 12th July to 16th July, as well as the 1st August to the 8th August, and she has a passport that normally requires a tourist visa for the UK.

The question is, will there be any problems at immigration when trying to reenter the UK while her new work permit is being processed? From what I understand she is allowed to stay in the UK for up to 28 days after termination of her employment, but does that mean that she is also allowed to exit and enter the UK within those 28 days?
