Reapplying Dependent VISA - Once rejected

I have valid Tier 2 VISA from the A rated company. I have applied for the dependents VISA on my own. The employer letter has stated that i have to maintain the funds on my own for my dependents. I have given my bank statement for 90 days. I was not aware of the exact meaning of the word "consistency" to maintain 533 pounds for each dependent. Since there was a shortfall for one day, my dependents (my wife and daughter) VISA got rejected. The reject reason is, insufficient funds with a right to appeal against the decision. I did not appealed against the decision as i need to come to UK urgently for work.
I am seeking clarity on;
1. When can i apply again on my own, what are the support evidences i need to produce. I started living in UK from 27th July 2010.
2. If i produce a letter from employer stating that expenses of the dependents will be taken care by the employer, will that be considered?
