Entry Clearance Refused - Administrative Review?

Hi,
A friend of mine applied for entry clearance with his Cos in Bangkok, At the office he submitted all documents and was handed back his original work references showing he has more than 3 years experience required for the position.
He has been refused entry clearance as the ECO did not have proof of experience.
is an administrative review the way forward, or does he just have to reapply with a new COS as he cannot submit further documentation with the administrative review?
Any help really appreciated

Apply afresh.

It is the applicant's responsibility to ensure that all necessary documentation is included in the application ... not the VAC staff's.

thanks for the quick response,
I appreciate that point, but in this case the applicant handed the documents in to the VAF with his application and was handed back the 2 documents by the clerk. would that be a reason for administrative review?
