Tier 2 COS Allocation

After the interim limit, does a new Tier 2 sponsor automatically get 0 COS allocation?

Then, if they get do get 0 allocation, does any requests for COS from new sponsors fall under exceptional consideration or are they considered separately? (I thought exceptional cosideration was for existing sponsors who want to request additional COS).
