Out of country Tier 2 - Question

I have been reading that there is a major delay in handling the in-country tier-2 extensions. Will this have any effect on out-country tier-2 entry clearance applications? I am planning to apply from the Netherlands in a couple of weeks time. The application has to be sent to the Apollo House in Croydon. UKBA website indicates that all the decisions (3) are made within 2 days. But this was the statistics for Feb.
