Tier 2 short term to Tier 2 Long Term w/out full cool period

I have a weird question for you.

One of my colleagues from our Indian office was here on Tier 2 ICT for 1 year till sep 2013. Now my company want to bring him again for 2 years(long term ICT). Is it possible to get him to London office for work, especially since he has not completed 12 month cool off period.

Please advice.

yes, he can return in the T2 ICT Long Term Staff category without cooling-off but will of course need a new CoS
