ECS check for PVN while joining before the visa decision

Hello everyone,
I'm in the process of switching employers under tier 2.
My company agreed to take me before the visa decision, after application under new government guidance.
But they are initiating an ECS check for the positive verification notice.
I'm not sure what that really is. Is this a confirmation that I have applied for the visa?

The guidance you posted says: one of the options should be satisfied
1. they cannot show you their documents because of an outstanding appeal, review or application with the Home Office
2. they have an Application Registration Card
3. they have a Certificate of Application that’s less than 6 months old
4. they’re a Commonwealth citizen who started living in the UK before 1988

So does my case fall under the option 1 that is outstanding application with home office?
So does that mean I'm likely going to receive a positive?
