how long take to get sponsor licence for tire 2

hi one of my friend got work permit for 4 year on 2007 now he wan to apply for visa extension on tire 2 but his employer dose not have any licence. how log it take to obtain sponsor licence, and he done his MBA in uk university dose he need to take ILTS.

Average time to get a sponsor licence is about 6 weeks. Could be more or less.
