Judical Review for T4 refusal

Hi i am enquiring on someone else behalf as his T4 visa have been refused in sep and then applied for admin review where they upheld the intial decision so what shall he do know first refusal was as they dont think he is geniune student but they gave him all points
is it better to go for judical review or get a new CAS and apply again
at the moment first he will have to get right for judical review as its been more than 3 months now from first refusal
so can seniors members please advise me what shall he do now
Going for judical review is worth spending money and time or shall he go for new application ?
plz advise
