Switching from Tier-4 to Tier-4 Dependant...

Dear All...
My friend is on tier 4 and his wife is his dependant no kids. His wife came to UK in 2009. Now he wants to switch his wife to Tier 4 and himself as her dependant...Is it possible inside UK? or if his wife needs to go to her home country...re-enter on tier 4 through publicly funded institution and then he himself switch to her dependant...Possible or not?
He himself doesn't want to leave UK coz his 10 years is coming up in Sept 2016. Thanks
