H4-F1 and applying for Green Card in between

I am on H4 currently and I'll be applying for COS to F1 before I start with my MBA program in a couple of months. I am also preparing to apply for EB1 once I get my F1 status. My question is if I went out of country once I have applied for EB1 I'll have to get my F1 visa stamped, at that time on DS 156 they'll ask me if I have filed for permanent residency. To which I'll have to answer truthfully, so would it guarantee 100% rejection of F1? Does anyone aware of a case where spouse has filed for green card and still one is able to get an F1 visa? Please let me know.
