Switching to Student visa, Can I enrol before applying visa?

I've been staying in the UK with PSW visa. It will be expired at April 2011.
At the moment, I'm in the process of applying for a PhD course.

There were several delays and finally I've got a message from the University saying 'your application is complete, enrol ASAP!'.

I know that I can switch to Tier4 Student visa from Tier1 PSW visa.
My question is, Can I enrol before applying for a student visa?
The Uni want me to start the course from October however I could start my course any time since it is a PhD one.

I've experience a rejection for my PSW visa so I am a bit cautious this time.
