EXTENSION DECISION

I will like to ask, if it is the right thing for HO to decide extension application after the end of programme without decision? My friend has been waiting for the HO decision on his student visa extension since december, 2008 and still waiting. The course is finishing less than 2 weeks from now without any response fron HO. He called on friday and was told that his application was under process.

What are the options available for him or what can he do?

Your advice will be well appreciated.
