Switching from Tier 4 straight into Tier 1 (General)??

I just got to the UK a couple days ago, and I am not really sure if I will want to stay here at the end of my programme, so I am asking the following questions just out of curiosity.

During an induction section at my University, we were told that at the end of our programmes we could apply for Post Study Work, and that a few students may qualify for Tier 1 - General without applying for PSW first. Do you know what conditions have to be met for you to switch from Tier 4 straight into Tier 1 - General? Can you apply to Tier 1 - General based on the income and experience you had before your studies in the UK, even if you stopped working years ago in order to come here as a student?

Now they changed the law and you cann't show before study income. It should be fresh income. You have to finish your degree, get the PSW, earn the required income and then apply for Tier 1.
