I am a non-EU national which means I need a student visa to the UK. However I am also an Irish resident and I grew up speaking English in Ireland since I was 6. I have achieved grade B in Higher Level English in both my Irish Junior and Leaving Certificate Examination.
I'm going to do BA Honors degree in Early Childhood Education Studies and I met all my course requirements.
Does that mean I still have to sit the English Language Secure Test for the UKBA?
The UKBA also say that the English test could be waived for ''gifted students''. How do you qualify for that?

If you are a higher education institution, you can waive the English language requirement for a degree-level student who you consider to be gifted. You should only do so if English language proficiency is not integral to their course of study, and a pre-sessional course would be inappropriate. We expect such cases to be exceptional.
You should not waive the requirement simply where a student does not meet level B2 across all 4 components of a secure English language test.
If you want to waive the English language requirement for a gifted student, your academic registrar (or your institution's equivalent) must approve this. When completing the student's CAS, you must provide the following information in the 'Evidence provided' section:
confirmation that you are treating the student as gifted;
the reason why you are treating them as gifted; and
the name, contact number and email address of your academic registrar (or your institution's equivalent).
You must also give the student an original letter, containing:
your organisation's sponsor name;
your sponsor licence number;
the student's name;
the student's course, including the level of study;
confirmation that the academic registrar (or your institution's equivalent) considers the student to be gifted, and the reason why; and
the signature of your academic registrar (or your institution's equivalent)."
