dependent got emplyment prohibited visa

Hi all
my friend got dependent visa but it is written on his visa that employment prohibited.

they applied before 4 July and his wife ( main applicant ) is given right of work 10 hours.
they have reached uk. can we appeal for employment right of the dependent in the uk? Please guide.

If your friend's partner has permission to work 10 hours she is studying below degree level and not a foundation course. This means her dependant can't work but this has been the case since March last year and your citation of an application submitted before July this year is not relevant.

From 3 March 2010, for family members of Tier 4 (General) Students only – if your grant of leave is for a course of study below degree level, that is not a foundation degree course, your family member will not be allowed to work whilst in the United Kingdom

I am student in U.K on Tier 4 student visa studying in private college in level 5....and living with my dependent (wife),my wife is here in U.K with me since 1 year.Now I wish to switch my college for further studies and as our visa is expiring on 31st october this year now if I continue in same course in level 6 in some private college will there be issue of visa for my dependent, or shall I change to a public funded college or uni and how much will be maintenance fund?
will the new 4th july rule be applicable on old students or not?
