Naturalisation Urgent help!

My little brother is an unaccompanied minor that has been living in this country since he was 8 with foster parents (they are British) and we do not have any contact with our real parents. He has now received his indefinite leave to remain however as he won't be able to get his national passport. He is 14 years old and I was wondering if he could be registered as a British. I know I can't as I turned 18 this year thus I have to wait another year.

Please advice would be very helpful. Poor little fella is fed up of having to miss trips abroad with our foster carers (we were both placed in the same house) the and his school. Thank you in advance for your advice.
