the same ref for 2 different applications

Dear All,
Did any of you had the same situation as us? Me(EU) applied at the end of September for BC, he( non-EU) applied at the begging of December for PR. After some time we realised that HO gave us the same ref no even we applied separately for 2 different things. I called them and was told that is normal because we are a family. My concern is that having in mind how long it takes to get BC for EU national without the PR, I'm worried that my husband will be waiting forever for his PR which is already causing us a lot of problem for instance we already have to move out from our current property and I had to lie in each agency that I'm a single mum to get a new house cos none wants tenant without a passport...

Perhaps some EU route rule. I haven't come across in non-EU cases to have same HO Ref numbers.
