Covering letter for naturalization & NCS service

Hi board,
As we know that attaching a covering letter is always optional but if still applicant wants to attach a covering letter to give clarification over one of its immigration related issue in past then will that NCS staff allow to attach. I know that page 24 is for that purpose but still if you write on page 24 "Refer to covering letter" is good idea??

I adopted the very same approach & faced no issue whatsoever.

I feel that covering letter is a good practice especially in now a days when incompetent ukba staff even NCS staff then through covering letter teach them the correct legislation. Will NCS staff accept covering letter and send it along with naturalization application to ukba.
