MN1 professional referee

Hi all,
Need help to get referee details for MN1 application.
I went and asked the school for the professional category referee but the school refused to give details and sign the application. She is in that school for 2 yrs now. Is there anyone else who could sign in that category?
She doesn't not have health visitor as we moved from the place where she was born.
Please can anyone help?
