New born baby British passport application

Hey every hope u all good.i have questions regarding my friend he is Pakistan passport holder and wife got Latvian national.both have permanent resident (PR) in Uk .last month thay have baby boy so know need to apply baby British passport.can plz any one help about this is it possibly to apply baby British passport cuz both parents have PR.and what documents need to send home office ? Plz any one know about kindly help thx u very much

Have either or both parents got a DCPR/Permanent Residence Card predating the child's birth?
