Neutralisation query online application

Hi I have got ILR and will be applying for neutralisation.
Do I have to complete an online application to use the new service; UKVCAS, or can I use it with a paper application form?

Also:
The online application does not seem to have a section asking about English language qualification snd life in the UK test. Should I provide the info regarding these in a cover lettet?

If someone has got a warning noticr (not a fixed penality notice and not a PCN) for driving in a bus gate (new driver). Would they havr to declare this warning notice in their neutralisation application?
Ie under question for warnings in the application

2nd question: the online application form asks about previous application for UK visas and They do not recall all the info about previous applications ( some date back to 2010). Do they still need to mention all previous applications in the form?

Yes, you need to use the online application to use UKVCAS. Paper application route will likely be closed down in the coming months.

Just to clarify, are you applying for naturalization or neutralization? I'm just asking to ensure the most suitable response can be provided by the respected members of this forum.

It is neutralisation. Applying for British citizenship and i have got ILR for more than a year

I have got ILR on 12/1/2018 and I am applying for British citizenship ( neutralisation).

If a referee ( British passport holder, professional and over 25years) has got 3 penalty points in theri driving liscence for speeding , issued in December 2018
Will this affect my application? Ie are they still ok to be a referee?
