Why British citizenship application need to be certified by two referees ?

British citizenship application will need to be certified by two referees but why ? i think it's just pointless. Why no one is complaining or changing this old law ?

I am sure the legislation and rules have been created after due consideration and thought process.

What you think is pointless might not be to the Home Office who routinely end up dealing with fraud and deception.
