FPNs for littering - effect on good character?

My husband received 5 FPNs for littering (dropping cigarette butts), 3 of which in the same year but over 3 years ago, the last one in January 2018. 4 were issued by councils, one - by a contracted organisation and the council doesn't have a record of it.
Does he need to disclose all of them? Do you think it's going to affect his application in terms of good character? Any advice is greatly appreciated.
