Child British Passport application

Hi all,

A friend of mine (EU national with permanent residency in UK before his child birth in UK), applied for his child first British passport.
In the parents documents section is asking for EU settlement status application number which he doesn’t have, he didn’t apply yet for settled status. Is permanent residence (blue card) enough to cover his situation? Thanks in advance
