U.K. Citizenship for child

First post despite being a long term lurker so hopefully i have posted in the right place :D

Basically just seeking advice as my wife's who is now a UK passport holder 11-year-old daughter who lives with us here in the UK on a ILE Settlement visa which states a valid until May 2022 and wants to apply for UK Citizenship and UK passport.

1. Does she need to wait the 5-year period from her arrival to apply ?

2. Is the fee of £1012 still applicable despite the Court of appeal stating that's its illegal to charge for children ?

2. Is the fee of £1012 still applicable despite the Court of appeal stating that's its illegal to charge for children ? Fee is still applicable - the Home Office is reviewing their policy and we can't tell when that will be completed.

Are both parents either British citizens or ILR holders?
