Citizenship cermoney for someone lacking mental capacity

Hi

Does anyone know how to deal with a scenario where the person who has been asked to book a citizenship ceremony doesn't have the mental capacity (due to learning disability) to engage in the ceremony.

It is for someone over 18 who applied along with the parents through standard naturalisation application.

The registry office insist that the person must be able to engage in the process.

The applicants parents signed the naturalisation application form and proof of disability was provided for exemption from the LITU and English test.
