British Citizenship Refused

I would need an advice to guide me if i can reply again for my British Citizenship.

1. I had my Discretionary Leave to remain in 2012 (3yrs)
2. I renewed in 2015 for another 3 years
3. I had my Indefinite Leave To Remain in 2018
4. I applied for British Citizenship in June 2020 and i was refused
Reason for refusal
Because I was encountered in 2011 by UKBA for working illegally without permission (even though it was a voluntary work)
On the conclusion letter, it states that it is open for me to re-apply for citizenship at any time, but an application made before 19th March 2020 is unlikely to succeed.

So i do not know if there was a mistake in the letter stating an application made before 19th March 2020 is unlikely to succeed because i applied for citizenship in June 2020 which was refused. I do not know if they wanted to say 19th March 2022. Can someone advice me please.

It may have been a mistake in the letter but it depends on the actual dates.

You applied in June 2020 but you shouldn't have applied before 10 years have passed after you breached the immigration rules in 2011.

If the 10 years have passed now apply again.
