Does a Careers Advisor qualify as a professional referee?

The only person we have for our referee for citizenship that we think is a professional is a careers advisor. They have a degree and a postgraduate qualification in careers guidance (QCG). They are employed by Connexions and work within designated schools. They are not on the list of referee examples given, but would they be acceptable?

Recently I was told that it is not a list of examples, it is a list of requirements. That is - if profession is not on the list, then it will not be accepted.
