I'm married to british citizen, and I'm applying for British Citizenship next month. I am a housewife, never work in the UK. I have no National Insurance number, would that be a problem?

should I submit my husband's payslips? or just marriage certificate will be
enough.

You don't need to show husband's earnings. Just the documents requested on Form AN
Don't forget your husband will have to submit his passport or birth certificate to support your application. If you use the council's National Checking Service (NCS) they will photocopy passports and documents and return the originals on the day before they send off your application.
