citizen/marriage help!

im not classed as a citizen as i was born in the uk after 1983 and my parents are chinese and vietnemese, but how come i cant get married to my british partner before i register even though i have lived here all my life, paid tax, contributed to national insurance and can work and live here my whole life without even needing to register if i wanted as the only thing i cant currently do is get a passport to leave the country at all??
