Ready to apply for naturalization - lodger and council tax

Hi, I am an EU citizen and have EEA3 booklet for over a year. I am ready to apply for naturalization, however the following came up:
I am renting a room from a family and have lived in the same house for over 5 years now. It came to my knowledge last week that this family has been claiming housing and council tax benefit for the whole time I have lived here.
Can I apply for naturalization? Can the council hold me responsible? I have paid my rent for the room, and have never applied for any benefits. When I moved with them they said all bills are inclusive. I don't have a tenancy agreement as they were introduced to me by a friend. What are my options?
