Discretion - Child Born Outside UK

I am an EEA national with 5 years in the UK and thus permanently resident. I have two daughters, both of whom are EEA nationals as well.

My youngest daughter, born in the UK, will soon be registering for BC under Section 1(3). My older daughter, born outside the UK, will be applying for BC under Section 3(1).

Does anyone have any insight as to how the UKBA exercises its discretion to grant BC to a sibling born outwith the UK applying at the same time as a UK-born child?

Unless one of the parents applies for naturalisation / is already a BC, the born abroad child application is likely to get refused even if her sibling has entitlement to register as BC.

Think I might wait until my partner and I apply for BC next year to register both children as this would save £270 in fees.
