Depends entirely on what you intend to do? I know this is an immigration forum but is this question with regard to UK immigration rules and policy? What is your aim? Are you inside the UK now and what is your immigration status?

I'm guessing from the subject line this refers to Q 1.22 on form AN (naturalisation).

If you're referring to a BC application, you will have to pass the KOL test.
Your English is obviously above grade 3 which is the cut-off for the ESOL option.
The Life in the UK test (KOL) isn't a test of the English language. It tests your knowledge of British customs, social history, politics and law etc. Even those from English speaking countries need to comply with the requirement.
