british citizenship for spouse who never worked?

hi. i currently hold pr and want to apply for naturalization in the next 6months. i live with my wife in the uk for 7 years(we are both EEA)but she never applyed for PR and she never worked since coming to uk(housewife , kids).my question is can she apply for PR at any time as a family member?can she apply for BR even if she never worked before.i read some info only one person must excersise treaty rights when you applying forPR.is it the same rules when you apply for BC?thank you so much for any advice and comments.

This is correct. Only one EEA national family member needs to exercise treaty rights. Same rule applies when applying directly for BC (without PR Confirmation).
