Life in the UK & ESOL from October 2013

Hi,
Will the need for Life in the UK test and ESOL when applying for citizenship (from October 2013) apply only to immigrants from outside the European Union or to everyone?

this rule apply to everyone, I don't think home office will change it to make it easy fo eu citizens.

It is very confusing.

They say it will apply to settlement and not to citizenship.
Also on the Wales government website they state that it's for settlement only and changes to citizenship will follow later:

I think you should stick to this what UKBA website says and to Guide AN. if you can`t apply yet don`t worry about test, you can do it at later stage.
`From October 2013 all applicants for settlement to the UK will be required to:
pass the ‘Life in the UK’ tests, and
present an English language speaking and listening qualification at B1 (Entry 3) level or above of the Common European Framework of Reference for Languages unless they are exempt.` this looks to me like someone who wish to apply for visa from outside UK and settle in will have to pass the test.

How about Citizenship after october 2013 because if someone as refugee who are already esol with citizenship passed but at ILR stage he is exempted to show esol certificate if letar he is applying to citizenship what can he do if he is already passed before october 2013 i am very counfused because I have got ILR but i will applying in feb 2014 to citizenship my esol entry 2 with citizenship passed certificate is fine or not any advice will be appreciated
