naturalisation application

hi,
i have a question about naturalisation application if any one can help pl. i got ilr nov 2011. later i applied for my wife flr(m) application and send my passport along. ukba has not replied yet as my passport is with h/o, can i apply for naturalisation without sending passport as guidance says we can send driving licence or passport,
