I sent 2 MN1 Applications. Only got 1 back

Hi all,
I need a bit of help as I am panicking a bit.
At beginning of March 2013, I sent 2 MN1 applications for my 2 kids to register them as British Citizens. This was done through NCS. The application for 1 of my kids was approved and I got the Certificate on 10th April. But I received nothing for the second kid.
When we applied the Nationality team sent us an acknowledgement letter confirming 2 applications and the fee received for 2 applicants. However in the letter they only mentioned 1 name. (the one I have received).
Is this normal? is it too early to panic?
To me in the acknowledgment letter, they should have mentioned both kids.
It is impossible to get in touch with the Team these days.
