Disclose Fixed Penalty Notice for Speeding? No, says Form AN

Most recent Form AN states on Page 9 para 3.7

Note: We will carry out criminal record checks on all applicants. You must give details of all unspent and spent criminal convictions. This includes road traffic offences but not fixed penalty notices (such as speeding or parking tickets) unless they were part of a sentence of the court. This includes all drink-driving offences.

Is it not clear enough that Fixed Penalty for speeding (which of course is not a conviction; it is also not handed by court) need not be disclosed?

If you have received a FPN for speeding (out of court) then you can tick no to the conviction question. You can declare the FPN in the further information page and providing you have not had numerous FPN in the last 12 months your application should succeed providing you meet the other naturalisation requirements.
