Does 28 days early application rule apply on Naturalization application as well or applicant should complete 1 year on ILR before Naturalization application.
I am on ILR from 11 dec 2012 after 2 year HSMP and 3 years on Tier 1.

No, there is no 28 day rule. You need to be on ILR for exactly 12 months, unless married to or civil partner of a British Citizen and have any legal residence for 3 years.
