Counter signatory - Child under 2 years, first passport

Hi and thank you for reading.

I've just read the requirement for counter signatory and it says
Who can sign applications and photos wrote: The person who signs the photo (the ‘countersignatory’) must:

live in the UK
have known the person applying (or the adult signing the application for a child under 16) for at least 2 years
have a current British or Irish passport

Could you guys kindly suggest how can we have a counter signatory who knows the child for over 2 years when the child himself is under 2 years old?

If there is any exception (must be), could you kindly link me?

The person who counter sign the child under 2 years, he should know the parent at least 2 years and can recognise the child
