About NCS's appointment and qualifiying date

Dear Seniors,
I have two questions.
1 I applied last year on August 23rd for ILR and got the ILR approved on the same day using PEO. But I received ILR by post dated 28th August 2012. What exactly makes my 1 year time period. Is it the date I applied or 28th August when I received it? Please if anyone can confirm
2. I am due to apply in august 2013. But, just want to ask about this NCS. Do they have appointment slots like we have for peo for ILR and HSMP visas? Council is the body that we should look for. Do I need to ring them 1 month before to book an appointment. Please if someone can guide me on this.

You are too quick to reply. I have already read that. my question is simple and straight. Do I need to apply for the appointment 1 month before. or a week time? any expereince on that?

There is no 28 days before qualifying concession for Naturalisation.
You have to have ILR for exactly 12 months when you apply. If your BRP says 28th August 2012, you can apply for naturalisation on 27th August 2013 and please make sure that you were physically present exactly 5 years before on 28th August 2008.
You can make an appointment at NCS around the 26th/27th August and you should be fine then as UKBA will probably receive your application on 28th/29th/30th.

Your brp should state valid from and then a date, one year from that date is w hen you will be eligible it not the spouse or civil partner of a British citizen and if you meet the other standard requirements. You need to call the your local NCS centre to see how bsy they are. Usually 2 weeks before an appointment is ample,

Thanks very much for your post. Yes my BRP shows 23 Aug 2013. So I am eligible from 23 Aug 2013. And nice to know a two week time is good. That is really I was after:)

Also, you don't need to use the NCS at your local council. You can make an appointment at any of the NCS council offices to submit your application and best is to phone around nearer the time for availability and the cost as different councils charge slightly different fees.
