NATURALISATION and Penalty notice £80

Hi
My nephew is applying for naturalistion in August 2013...He is very worried... He has had 1 penalty notice of £80 for theft in September 2010 ....it was confusion at the store and manager called the police and police handed him penalty notice...which he paid within 21 days...apart from that he has never had any thing in past 10 years

He had Enchanced CRB (disclosure) check done in january 2013 for the job at the post office and on CRB everything was clear " NONE RECORDED"
1)Police record of conviction caution reprimands and warning
" NONE RECORED"
2)Other relevant information recorded disclosed at the chief police officer(s)discretion " NONE RECORDED"
Question
Does he need to disclose this on "AN formQ 3.6" or he doesn't have to? .... if he does will he be refused ?does this penalty notice come under is it a criminal offence or conviction ?
please let me know

A penalty notice for disorder, in this case a higher tier, is not an admission of guilt nor a conviction. It should pose no issue and may be declared in the extra information box if he wishes.

this penalty notice was given to him under 3 years Ago in september 2010 can he still Apply for naturalisation in july-august 2013?
