I would like to know what kind of delivery service home office uses, standard or signed for (Recored)? Thanks.

Depends, what it is for, following a PEO usually special delivery, however, for other application they often use standard unless you provide a special delivery bag.

What does PEO stand for? Do they just use standard service for posting your passport and other documents back in citizenship applications? Thanks

PEO is a public enquiry office appointment, you can't use that for citizenship applications. However, if you use the NCS (click) you will not have to send your documents at all.
